Whenever we say I have no choice…, what is the underlying emotion? Was it really about us not having alternative options, or is it something else?

No, the requirements of the PDPA have not been relaxed.

The PDPA allows for the collection, use, and disclosure of personal data without consent if it is "necessary to respond to an emergency that threatens the life, health, or safety of the individual or another individual”. This has been in the PDPA since its enactment.
